Shocking statistics,” said Rebecca. Given the reversal rate, Rebecca commented that “you would think a lot of people would request hearings,” but also underscored that parents accused of neglect are often poor and don’t have access to legal help: one of the core purposes of LSC’s recently reconfigured Family Justice Clinic. The article highlighted a recent judicial ruling that found that DCF had violated a mother’s constitutional rights when it denied her request for a hearing to challenge the agency’s neglect allegations.
